Toledo Edison acknowledges receipt of your February 3, 1977 letter and enclosed inspection report referencing the apparent noncompliances with NRC regulations.

" Contrary to Section 8, Paragraph 8.3.1.2.22 of the Final Safety Analysis Report (FSAR) and Paragraph 5.19.3.1.C of Bechtel Engineering Procedure Manual, Revision 2, dated November 5, 1976, the licensee failed to indicate, or otherwise assure, that design controls adequately considered provisions of publication IPCEA-P-46-426 relative to power and control cable installed in raceways, including tray, wireway, and conduit, especially those which were installed previous to November 5, 1976.

In accordance with the provisions stated in Bechtel's letter BT6871, dated February 8,1977, additional information has been issued in a letter BT6967 dated March 9,1977 regarding dissipation of heat generated by cable in conduit.

M The ampacity of all safety related power and control cables routed through i
trays, wireways, and conduits was reviewed and determined to be acceptable with the exception of four (4) power cables.
This determination was based on the use of tables contained in Insulated Power Cable Engineers Associa-tion (IPCEA) Publication No. P-46-426, NEC-1971 and/or on a thermal analysis.
The four (4) power cables that did not meet the acceptance criteria mentioned above have been changed.
The appropriate parties have been notified of the change in conductor size.
Notification was made via Drawing Change Notice (DCN) #2741 and 2775.
This review was completed on March 7, 1977.
To insure that cables are adequately sized from an ampacity standpoint, the Bechtel Electrical Group Supervisor has issued a Directive to the engineers in his group who are responsible for cable sizing and routing.
In the future, to avoid the necessity of requiring cable ampacity derating based on conductor grouping as required in NEC-1971, Note 8 to Tables 310-12 through 310-15 or in IPCEA P-46-426, Table VIII, power cables for a partic-ular scheme shall be routed in a separate conduit containing only that par-ticular power cable.

By the use of the above Directive, conductor group derating factors need not be applied and adequate heat dissipation is assured.
