Toledo Edison acknowledges receipt cf your July 13, 1977, Ictter and report enclosurc 77-16 referencing apparent noncompliance from Davis'-
Besse Nuclear Power Station Unit No. 1 commitments to the NRC.
These items resulted from site inspections conducted by your office on May 5, 16-18, 25, 31; June 1, 2, and 20-22, 1977.
Toledo Edison offers the following information regarding this apparent h
noncompliance, including corrective action and steps taken to avoid further occurrences.
Deficiency 1.
" Contrary to Section 6.5.1.S of the Technical Specifications, the violation of Technical Specification described in reportabic occur-4 rence NP-33-77-2 was not documented as having been reviewed by the Station Review Board."
The review of the reportable occurrence NP-33-77-2 was documented on June 28, 1977, and AD 1804 Reports Management was revised on August 19, 1977, to preclude reoccurrence.

" Contrary to the approved Quality Assurance Manual and Criterion V of 10CFR50, AppenAix B, Administrative Procedurc AD 1807.00 was not completely adhered to in the processing of Deviation. Reports."
Administrative Procedure AD 1807, Control of Conditions Adverse to Quality was modified on July 12,1977,after a review of the process to clarify apparent awkwardness in the procedure.
