The present Davis-Besse Nuclear Power Station, Unit No. 1 Technical Specifications, Table 4.3-2, are being interpreted by the Of fice of Inspection and Enforcement, Region III, to require that the Decay Heat Isolation Valve Interlock Channels be operational in Modes 1, 2, 3, 4 and 5.
In order to perform the Channel Functional Test and Channel Calibration, these interlock channels must either be made inoperable or result in the closure of the va.ves in the Modes 4 and 5 which results in the loss of the Reactor Coolant System overpressurization protection. This would be a violation of the requirements of 10 CFR 50, Appendix G.
It is desired to reflect on Page 3/4 3-22 of the Davis-Bh.,
Nuclear Power Station, Unit Nc. 1 Technical Specifications (Appendix A to Operating License NPF-3) that in Modes 4 and 5, performance of a Channel Calibration or Channel Functional Test on the Decay Heat Isolation Valve Interlock Channels will require that the interlock for one of the two decay heat isolation valves will be taken out of service to prevent closure of the valve.
It is, therefore, requested that the Technical Specifications be revised by the addition of a footnote as shown on the attached modified Page 3/4 3-22 of the Technical Specification. A safety evaluation for this requested change is attached and is a part of this request.
These changes are urgently required to permit continued progression of startup testing and your prompt action is requested.

DB-1 SAFETY EVALUATION FOR REQUESTED CHANGE TO THE DB NPS UNIT 1 TECHNICAL SPECIFICATIONS (App. A to License No. NPF-3)
Table 4.3-2 needs to be changed to allow the interlock on either DH 11 or DH 12 (not both simultaneously) to be taken out of service in Modes 4 and 5 while performing Channel Calibration or Channel Functional Test Surveillance Requirements.
Valves DH 11 and DH 12 must be open in Modes 4 and 5 to provide overpressurization protection to the Reactor Coolant System.
Sea the letters to the NRC with Serial Nos. 220, 260 and 271 which address the safety analysis for use of these valves.
The present automatic closure setpoint of 433 psig (Technical Specification requirement calls for a setpoint oft 413 psig) assures that these valves will not automatically close prior to the actuation of PSV-4849, which is set at 320 psig.
(See the letter to the NRC, Serial No. 271). Therefore the removal of the inter-lock from one of these valves during testing in Modes 4 and 5 will not affect the safety of the station.
