Dear Mr. Stol:
On November 10, 1976, Mr. G. Hurrell of Toledo Edison notified Mr. L. Engle, NRC Licensing Proj ect Manager, of Toledo Edison's in-tention regarding the motorizing and monitoring of certain manually operated valves as described below.
In response to your letter dated November 2, 1976 regarding design of the Davis-Besse Nuclear Power Station Unit 1, ECCS, we have developed a schedule for implementing the design changes required by your staff's position.
The design changes will be reflected in Revision 23 to the FSAR which is presently scheduled for submittal to the NRC on November 23, 1976.
Since the delivery time for valve motor operators is being quoted by the vendor as six to eight months from placement of the order, it will not be possible to redify the installed system prior to planned commercial operation. Therefore, Toledo Edison commits to the installation of the requested modification by the end of the first refueling, presently scheduled for the spring of 1979.
This commitment is made to further enhance the safety of this facility, and should resolve this open NRC Operating License review issue regarding the low pressure injection system tie to the high pressure injection system.
