In your letter to us dated January 5,1977, you recuested a tenporary variance from the Industrial Security Plan for the Davis Besse Station Unit No. I to delete the recuirements for photo identification and TLD badging of contractor personnel from January 10, 1977 to February 2, 1977, which is a week before your estimated fuel load schedule date of February 9,1977. Since approximately 1300 contractor personnel are on site, you indicated that the badging recuirements would be a severe burden on the station security personnel and be detrimental to the effective work of the constructica personnel. You also indicated that the variance will in no way degrade the security ascects of the station and that the fuel storage area will continue under special guard with limited control access.
Based on these considerations, we conclude that the tencorary badqing variance you have requested is acceptable.
