\ TOLEDO EDISON COMPANY DAVIS-BESSE UNIT ONE NUCLEAR POWER STATION SUPPLEME' ITAL INFOR'tATION FOR LER NP-33-77-30 DATE OF EVENT: July 30, 1977 FACILITY: Davis-Besse Unit 1 IDENTIFICATION OF OCCURRENCE: Exceeded 348 inch Steam Generator level while pre-paring for turbine roll.

Conditions Prior to Occurrence: The plant was in Mode 3, with Power (MWT) = 0 and Load (MWE) = 0.

Description of Occurrence: From 0245 hours0.00284 days <br />0.0681 hours <br />4.050926e-4 weeks <br />9.32225e-5 months <br /> to 0302 hours0.0035 days <br />0.0839 hours <br />4.993386e-4 weeks <br />1.14911e-4 months <br /> on July 30, 1977, Steam Generator 1-1 level exceeded the 348 inch limit of Technical Specification 3.4.3.

The plant was at this time preparing for an 800 RPM turbine roll for which the Test Procedure recuires for =aximum roll time a high Steam Generator level of 82.". While manually attempting to maintain this high level for the turbine roll, the level inadvertently exceeded the Technical Specification limit of 348 inches and placed j'~'} the station into an Action Statement of Technical Specificatien 3.4.5.

d The Steam Generator 1-1 drain was opened and by 0302 hours0.0035 days <br />0.0839 hours <br />4.993386e-4 weeks <br />1.14911e-4 months <br /> on July 30, 1977, Steam Generator 1-1 was again below the Technical Specification limit which removed the station from the Action Statement of Technical Specification 3.4.5.

Designation of Aponrent Cause of Occurrence: Personnel error caused the Steam Generator level to exceed the maximum limit. While attempting to =aintain the required high level, the Control Room Operator inadvertently allowed the level to exceed the licit.

Analysis of Occurrence: There was not a threat to the health and safety of the public or to station personnel. The reactor had not reached initial criticality, nor did a main steam line break occur during the period of high steam generator level, t

Corrective Action: The drain valve was opened and Steam Generator level restored within limits by 0302 hours0.0035 days <br />0.0839 hours <br />4.993386e-4 weeks <br />1.14911e-4 months <br /> on July 30, 1977.

i Normal plant startup will not require the Steam Generator level to be maintained at as high a level as was required for the turbine roll. Therefore, the cause of this occurrence is not expected to become repetitive.
