I Based on the inspection conducted on July 17-19, 1978, it appears that certain of your activities were in noncompliance with NRC requirements, as noted below. Item 1 is an infraction and Item 2 is a deficiency.
1.
Technical Specifications Section 4.8.1.1.2.a requires that the 31-day operability demonstration of each diesel gener-ator include verification that the diesel starts from ambient condition and accelerates to at least 900 rpm in 10 seconds or less.
Contrary to the above, the 31-day operability demonstrations of the diesel generators have net included verification of diesel acceleration to at least 900 rpm in 10 seconds or less.

Technical Specifications Section 6.10.1 requires that records s
of surveillance activities required by the Technical Specifi-cations be retained for at least five years.
Contrary to the above, surveillance records for the following could not be located:
Containment recirculation system testing performed per a.
ST 5065.06 on February 23, 1978.

Containment integrity monthly verification performed per ST 5060.01 during February 1978.
c.
Shift check data obtained per ST 5099.01 on December 4, d
1977 and December 22, 1977.
One record was missing for each day.
