Dear Mr. Fiorelli:
Toledo Edison acknowledges receipt of,your Auguct 8, 1978 letter and report enclosure 78-20, referencing apparent deviations from Davis-Eesse Nuclear Power Station, Unit No. 1, co.mitments to t.,e NRC listed as an " Infraction" and " Deficiency" under the heading " Notice of Violation."
Following a thorough examination of the items of concern, Toledo Edison herein of f ers information regarding the items of non-compliance.
Item 1--Infraction: Technical Specifications Section 4.3.1.1.2.a requires that the 31-day operability demonstra-tion of each diesel generator include verification that the diesel starts from ar.bient condition and accelerates to at least 900 rpm in 10 seconds or less.
_ Contrary to the above, the 31-day operability demonstrations of the diesel generators have not included verification of diesel acceleration to at least 900 rpm in 10 seconds or less.
Response
Surveillance Test ST 5061.01, Diesel Generator Monthly Test, was revised on July 19, 197S to include verification of diesel acceleration and was performed on July 20, 1978.

Surveillance reviewers have been info.rmed of the importance of document control and timely reviews.

results is being reduced. The increased manning I

of surveillance test results.
