This refers to the inspection conducted by Messrs. R. C. Knop,

R. D. Hartin, D. R. Hunter, I. N. Jackiw, and W. D. Shafer of

this office on April 26-29, 1976, of act M ties at Davis-Besse

Unit 1 Contruction Site authorized by N;.

Construction Permit

No. CPPR-80 and to the discussion of our findings with you and

members of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas

examined during the inspection. Within these areas, the

inspection consisted of a selective examination of procedures

i

and representative records, observations, and interviews with

personnel.

No items of noncompliance with NRC requirements were iden-

tified within the scope of this inspection.

As pointed out at the start of the inspection, and at other

times in the past, this inspection activity was for the purpose

of assessing the extent of the preparation of your staff to

implement the Toledo Edison Quality Assurance Program for Station

Oeration. As you know, this program must be implemented 90

days prior to fuel loading. Accordingly, your staff should

continue to maintain close contant with the inspector to estab-

lish a realistic schedule for reinspection of those areas which

the anelased inspection report identified as having programmetic

or implementation inadequacies.

In accordance with Section 2.790 of the NRC's " Rules of

Practice," Part 2, Title 10, Code of Federal Regulations, a

copy of this letter and the enclosed insnection report will

be placed in the NRC's Public Document Room, except as follows.
