Gentlenen:
This refers to tha investigation conducted on April 28, 29;
June 2, 3, 4, 9, 10 and 11, 1976, by Messrs. J. E. Foatar,
J. C. LeDoux and D. W. Hayes of this office and Mr. J. J. Ward
of the Region IV office relative to an alleged falsification of
an electrical inspection record and concerns regarding the
adequacy of various electrical installations at Davis-Besse
Nuclear Power Station, Unit 1.
The allegntion and the general
(
concerns were discussed with you on June 10, 1976, and the
detailed findings of this investigation were discussed with
you on July 21, 1976.
No items of noncompliance with NRC requirements were identified
within the scope of this investigation.
A copy of our report of this investigation is enclosed which
ident1fies the areas ernmined during the invest.igation, and
presents the status of various items of concern related to
-
electrical installations at the site.
As the report indicates, the NRC has spent considerable time and
effort in the investigation of the alleged falsified inspection
record. These efforts did not result in substantiation of the
allegation, or provide evidence of other record falsifications.
However, rev,iews of your quality control program documentation
did reveal deficiencies which suggest that some quality control
documents are not as ==aingful as they could be, and indicate
an overemphasis on the paperwork aspects of quality control.

The items of concern relative to various electrical installations
at the site which were investigated as a result of the allegation
are similar to, or the same as, problems previously identified
during NRC inspections. We shall continue to periodically
review the complete reinspection of all site safety-related
wiring, cables, supports, raceways and other electrical
installations which Toledo Edison la performing according to
earlier commitments to the NRC.
In accordance with Section 2.790 of the NRC's " Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations, a copy of this
letter and the enclosed investigation report will be placed in
the NRC's Public Document Room.
We will gladly discua any questions you have concerning this
investigation.
