Dear Mr. Keppler:

Toledo Edison acknowledges receipt of your May 20, 1975 letter and enclosed report referencing an apparent noncompliance with NRC require-s ments and our Quality Assurance Program. This item resulted from a site inspection conducted by your office on April 21-23, 1975.

Following a thorough examination, Toledo Edison offers the following information regarding this apparent noncompliance, including corrective action steps taken to avoid further repetition, and the anticipated date of compliance.

Item A-2: Activities relative to the identification of nonconforming materials were not performed in accordance with the Fischbach-Moore /Colgan Electric Quality Assurance Manual.

It was determined that upon issuance of Fischbach and Moore /Colgan Electric nonconformance report No. B-080A, hold tags had been affixed to the affected pieces of equipment. However, these were inadvertently removed i

prior to the closure of this NCR. NCR hold tags are now in place at these i

pieces of equipment (DC Panels DIP, D2P, DIN, and D2N). To prevent recurrence of this problem, Fischbach and Moore /Colgan Electric has j

issued written instructions to its QC personnel to strengthen their surveillance of hold tags for items awaiting NCR disposition.

In addition, i

j Toledo Edison has audited Fischbach-Moore /Colgan Electric to ensure compliance of their Quality Assurance Procedure #6. All corrective action has bean completed.
