Dear Mr. Grier:
Toledo Edison acknowledges receipt of your May 31, 1973, letter D
and enclosure referencing an apparent violation of AEC regula-s_,)
tions and a nonconformance with our quality assurance program.
The item resulted from site inspections conducted by your office on April 24-27, 1973.
Following a thorough examination of the items of concern, Toledo Edison offers the following information regarding the violation, including corrective action and steps taken to avoid further occurrences.
1.
The'TECo/Grinnell contract document, including Davis-Besse specification #M-458
" Storage of Material and Equipment,"
regarding Q-Listed pipe storage provisions, have been reviewed and found adequate.
A reemphasis has been placed on the contractual requirements by all parties concerned, for enforced implementation of storage practices.
2.
Piping was moved to allow adequate regrading and placement of crushed stone to assure positive drainage in the Q-Listed pipe storage area.
3.
Q-Listed piping is segregated and relocated on dunnage within the recently reworked and properly drained area.
4.
Grinnell maintains a current storage yard diagram to
[<sh identify designated Q-Listed material areas, as well as N.
segregated nonconforming materials.

Grinnell has implemented steps requiring a positive Q-List identification symbol, "O," on all fabricated sub-assemblies presently in storage and future deliveries.
This will enable efficient QC/QA monitoring of fabrication from receipt thru installation.
The "Q" symbol applica-tion ensures proper storage procedures to 'Ommence at time of unloading.
6.
Grinnell is providing a positive QC control of all Q-Listed piping to ensure continued pipe storage provisions, including secure and adequate protective coverings.
