The Comission has issed the enclosed Amendment No.14 to Facility Operating License No. !iPF-3 for the Davis-Besse Nuclear Power Station, Unit Mo.1, in response to your submittal dated June 5,1973, as revised September 20, 1973 Nove.ber 10, 1978, Decenber 26, 1973, January 12, 1979, February 22, 1979, and March 16. 1979.

The amendment modifies the license to include the current Co= mission-approved physical security plan. This nas been discussed with and agreed to by your staff.

We have cmpleted our review and evaluation of your physical security plan as revised, ar.d have concluded that the physical security plan for your facility, when fully implemented, wil' provide the protection needed to meet the general performance requircrk.i.ts of 10 CFR 73.55(a) and the objectives of the specific requirerents of 13 CFR 73.55, cara-graphs (b) through (h), without impairing your ability to safely ocerate your facility. We therefore further conclude that the plan as ravised is acceptable.

The enclosed Security Plan Evaluation Report (SPER) represents our evaluation and acceptance of your physical security plan as revised.

The SPER is being withheld from public disclosure pursuant to 10 CFR cp l 2.790(d).

months after the change is made. Records of changes ecde without Comission approval shall be maintained for a period of two years from the date of the change.

We have evaluated the potential for environmental impact of plant operation in accordance with the enclosed amendment. We have deter-mined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level, and will not result in any significant envirorcental impact. Having made this determin-ation, we have further concluded that the amendment involves an action which is insignificant from the standpoint of environmental impact and pursuant to 10 CFR 351.5(d)(4) that an environmental inpact sta_ tenent or negative declaration and environmental impact appraisal need not be preparad in connection with the issuance of this anendment.

The amendment does not involve significant new safety infor"ation of a type not considered by a previous Co.nission safety review of the facility.

It does not involve a significant ir. crease in the probabil-ity or consequences of an accident, does not involve a significant decrease i i a safety margin, and therefore does not involve a signiff-cant haza ds consideration. Ne have also concluded that there is reasonabl? assurance that the health and safety of the public will not be endange.ed by this action.

.2-The Consnission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 151.5(d)(4) an environment:' impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.

The licensees' filing dated June 5, 1978, revised September 20, 1978, November 10, 1978, December 26, 1978, January 12, 1979, February 22, 1979 and March 10, 1979, and the Commission's Security Plan Evaluation Report are being withheld from public disclosure pursuant to 10 CFR 2.790(d).

The withheld information is subject to disclosure in accordance with the provisions of 10 CFR 19.12.
