Pursuant to this statutory authority, the Commission is proposing regulations which would require certain individuals involved in the operatton of licensed nu-clear power reac*. ors and fuel reprocess-ing planta. In the licensed use process-ing. or storage of certain quant!ttes of special nuclear materials, and in the transportation by the private sector of certairt quant!tles of special nuclear material, to receive authorization from the Commission for access tc cr control over special nuclear material. These res-ulations are being prepared to ut1112e a personnel security program as a measure to protect against those emplo>ed in the affected nuclear activttles who might conspire to steal or divert speelal nuclear material or conduct sabotage whten would endanger the pubic by exposure to radiation. Of course, a clearance proeram itself does not entirely solve the problem of the " insider. but, in the opmion of the Commission. expertence has shown Dhhg that such programs do substantially re-duce the risk of such conspiracles More-gj]
