Dear Mr. Stolz:
As discussed between your Licensing Project Manager, Mr. Leon Engle and our Mr. E. C. Novak and Mr. G. L. Hurrell, the Zero Power Physics Test on Davis-Besse Nuclear Power Station Unit No. I will not include mea-surement of the reactivity change associated with reactor coolant heatup from cold to hot conditions. Therefore, Item 3.8 of Test Abstract 710-01 on FSAR Page 14-99 will be deleted.
This test is required only on a first of a kind core and has been per-formed at Rancho Seco. Thus there is no requirement for the test at Davis-Besse. In fact, Davis-Besse Nuclear Power Station Unit No. 1 Technical Specification 3.1.1.4 would prevent us from performing the test since it requires the reactor coolant system's lowest loop tem-perature to be greater than or equal to 525 F.
FSAR Revision 27 will include a change to Page 14-99 to reflect the deletion of Item 3.8 from Test Abstract 71C-01.
