Dear Mr. Keppler:
Toledo Edison acknowledges receipt of your July 25, 1975 letter and enclosure referencing apparent noncompliance with NRC regulations. These items resulted from the site inspection conducted by your office on Jc"e 24-26, 1975.
Folicwing a thorough examination of the items of conca n, Toledo Edison offers the following information regarding the apparent noncompliance, including l'

Infractions (Criterion XIII):
The safety related "Q" item stored with the non-safety related material was immediately removed and placed in segregated storage with other "Q" material.
Since the NRC inspectio3, Fischbach & Moore /Colgan Electric QC and Bechtel QC have been making periodic surveillance of the outdoor storage area.
Bechtel QC has, and is continuing to document these inspections on their Field Inspector's Reports with TECo QA surveillance of these activities.
Care to avoid the loss of acceptance tags is required by F&M/CE QAP-3.
Compliance with the items concerning the acceptance tags was achieved within one week of the June 24-26, 1975 inspection.
Follow-up to ensure continued compliance with these requirements are being documented by Bechtel QC Field Inspector's Reports with TECo QA surveillance.
The NRC-referenced non--Q wireways that indicated severe rusting conditions have been returned to the supplier by F&M/CE. The F&M/CE acceptance tag which was removed by the F&M/CE QC Manager was not stamped "Q" and therefore did not violate F6M/CE procedural requirements.
