TR BC's LWR BC's As a result of our continuing review of the Final Safety Analysis Report (FSAR) for the Davis-Besse Nuclear Power Station, Unit 1, and our meeting with you on December 19, 1974, we have developed the Regulatory position listed in Enclosure 1.
We request you amend your FSAR to conform with the enclosed position.
In order to maintain our licensing schedule, we will need your response to Enclosure 1 by February 28, 1975. If you cannot meet this date, please inform us within seven (7) days after receipt of this letter so that we may revise our scheduling. If you plan to sppeal to Licensing Management on the position specified in, please advise us of your intentions within two weeks.

a ENCLOSURE 1 REGULATORY POSITION TOLEDO EDISON COMPANY DAVIS-BESSE NUCLEAR POWER STATION, UNIT 1 DOCKET No. 50-346 POSITION 2.4.1 You are requested to install a recording static water level gage on' Lake Erie at the Davis-Besse site for the' purpose of confirming your assumed 80 percent re-duction in wind generated Lake Erie surge between Toledo, Ohio and the Davis-Besse site. You are also requested to submit a report on any future storms, that produce distinct surges (greater than approximately one foot) at the site.
Whi'.e we have no basis for presently believing your design basis flood level is not adequate, this information is considered necessary for us to independently verify the conservatism of the estimate.
