was based on the combined effects of sitmitaneous operation of Units 1, 2 and 3.

There are eleven (11) places in the FES, including Agency co=::ents, where additional studies or data are reco=nended. In como cases, there is an implication that data from operation of Unit 1 (on thornal modeling, stratification, dissolved oxygen, etc.) vill be used to evaluate the effects of operation of Unita 2 and 3.

I have reviewed the cort spondence in the Docket Files to determine what cornitments, if any, vere nado with respect to hearings and consents.. The Agencies that corr:ented on the DES referred only to Unit 1, since the letter requesting corments referred only to t' nit 1.
Except for Interior, there was nothing in the co::ments which indicated that they were restricted to Uait 1.
All correspon-dence - except for the Federal Register notice - forvarding the FES pointed out that it "has been-written co*:sidering the conbined effectsJof operation of Units 1, 2 and 3"(including #1). The Notice of Availability _ of the FES, however, stated that "the subject stata-

ment is only final with. respect to Unit 1.
A further opportunity will be afforded to interested persons to submit connents with respect
, to environmental' matters concerning Units 2 and 3" (incladame #2).
