The only codification proposed to the existing construction t-pernits is an extension of the construction completion dates which does not allow any work to be performed that is not already allowed Therefore, the staff finds that by the existing construction pemits.

The this action does not involve any significant hazards considerations.

staff also finds that the applicant's explanation in its letter of July 3,1973, that the delays in the Oconee Nucicar Station construction vere due-to (1) diversion of construction forces from Unita 2 and 3 to Unit 1 to solve probicos occasioned by the lateness of Unit 1, (ii) delay in delivery of major reactor coolant components, and (iii) modifications required to the reactor vessel internals for Unit 2, is reasonable and shows good cAuse for the delay.

The Regulatory staff ' finds that prior public notice of an order authori_ zing the requested extension is not required since the action does not involve significant hazards considerations, and that good cause exists for the issuance of an order extending the completion dates.

Accordingly,_ issuance of an Order extending the latest completion dates for the construction 'of the Oconee Nuclear Station, Units 2 and 3, as prescutly set forth in Construction Permits Nos. CPPR-34 and CPPR-35 to October 1, 1973 and June 30, 1974, respectively, should be authorized.

The order is' to be ' effective on the date of issuance..
