In accordance with section E.3 of' the corx:icaiWs re5ulations imp 15 cent-ing the National Environmental Policy Act cf 1969 CIEPA), Appendix D of 10 CFR Part 50, (Appendix B) the licensee has furnished to the Comission a written statement of reasons, with supporting factual submission, why the construction permits chould not te suspended, in whole or in part, pending cocpletion of the NEPA environmental revic.r. Itis staterent of reascas was furnished to the Ccenission on Nove:bcr 1,1971.
