DUKE POWER COMPANY (OCONEE 1, 2, AND 3); LICENSE NOS. DPR-38, DPR-47, AND CPPR-35; DOCKET NOS. 50-269, 50-270, AND 50-287 - TECHNICAL SPECIFICATION COMMENT On.the inspection at Oconee 2 on January 22-26, 1974, RO Report No.

50-270/74-1, an unresolved item was identified regarding the Station Review Committee's failure to perform timely reviews of an abnormal occurrence. The current Oconee Technical Specification requires a

- prompt review by the Plant Superintendent. Ihe Station Review Committee becomes involved only after a preliminary investigation is completed by someone assigned the job by the Plant. Superintendent.

As it now stands, an abnormal occurrence may not be reviewed by the Station Review Committee for 10 or more days.

In the RO:II enforcement. letter transmitting Report No. 50-270/74-1, DPC was requested to provide a description of their plans to provide a timely review of incidents. DPC's response on this matter has not been received as of this date. Region II feels that this matter needs to oc specifically stated in the Technical Specification, otherwise a prompt review requirement by the PNSC is not specifically stated and cannot be effectively enforced.

It is proposed that Technical Specification 6.2, " Action to be Taken in the Event of an Abnormal Occurrence or Unusual Event," be revised to include the following:

Any abnormal occurrence shall be reported immediately to the Plant Superintendent and promptly reviewed by the Station Review Committee.

Ihe recommended change will make the Oconee Technical Specifications consistent with the Draf t Standard Technical Specification Administrative Controls. (February 20,1973), ANS-3.2 - Section 4.5 and ANSI N 18.7 -
