JUL 18197l Note to Files TELECON WITH PETE HAGEN AND KEN CANADY OF DUKE POWER CONCERNING OCONEE CONTAINMENT TENDON TESTS At the suggestion of Region II (RO) Duke is revising by amendment portions of its FSAR because during tendon tensioning on Unit 2, some elongations exceeded the FSAR specified 5% deviation from average.
For example 14% of tendons were between 5% and 10% deviation 1.8% of tendons were over 10% deviation 1 tendon was as high as 22.05% deviation 1 tendon was as high as 19.89% deviation, etc.

Page 5B-10 of the FSAR will be revised to state 5 reasons why the elongations can deviate and that these reasons can be shown by analysis to be capable of causing deviations of the magnitude experienced.
Also page 53-9 of the FSAR will be revised to state that the gauge will indicate the pressure in the jack to within + 2% in the range from 2500 to 7050 psig but within + 50 psi in the range from 0 to 1500 psig.
This change is made because the gauge is calibrated in 100 psi increments and 2% cannot be read accurately below 2500 psig.
Pressure gauges will be recalibrated after each stressing cycle on Unit 3.
Page 5-50 of the FSAR will be revised to state that some tendons on Unit 1 were plugged and that one tendon on Unit 2 was plugged.
Since these' changes relate to Units 2/3 review, Duke was told to submit the changes and they would be evaluated as part of the 2/3 review.
