RETROSPECTIVE REVIEW OF ADMINISTRATIVE REQUIREMENTS Enclosed for your signature is a Federal Register notice (FRN) supporting the agencys initiative on a retrospective review of administrative requirements. The aim of the review is to identify outdated or duplicative administrative requirements that may be revised or eliminated without an adverse effect on public health or safety, common defense and security, protection of the environment, or regulatory efficiency and effectiveness. Under the scope of this review, administrative regulations are those that impose recordkeeping or reporting requirements that address areas of agency organization, procedure, or practice. Potential changes could reduce administrative burden on regulated entities and the agency. The staff plans to seek public input through publication of the enclosed FRN.
The notice includes the final Commission-approved evaluation criteria that will be used to evaluate proposed changes to administrative requirements. After seeking public input on draft criteria, the staff submitted these criteria to the Commission for review via COMSECY-18-0027, Evaluation Criteria for Retrospective Review of Administrative Regulations, dated November 16, 2018 (Agencywide Documents Access and Management System [ADAMS]
Accession No. ML18227A120). In a staff requirements memorandum dated October 8, 2019 (ADAMS Accession No. ML19281C697), the Commission approved the staffs recommended evaluation criteria with changes.
