Reactor Safety Branch Engineering Branch DESCRIPTION OF REQUEST:

By the enclosed letter dated April 16, 1976, Duke Power Company (DPC) proposed an amendment to the Oconee Technical Specifi-cations to permit the dry storage of new fuel assemblies in fuel storage racks in the Unit 3 spent fuel pool.

o

.l l

The Unit 3. spent fuel pool is presently dry and undergoing modifications as authorised in our letter of December 22, 1975. Four of the ten new-design fuel storage modules have been completed and are installed in the Unit 3 pool and are capable of storing new fuel assemblies. Completion of the remaining work in the pool'is not anticipated until July 1976, at the earliest. The co:nmon pool for Units 1 and 2 presently j. l[

g contains two batches of spent _ fuel assemb I

and one batch of new assemblies. Due to this i

^

inventory, a full core discharge from eith'er j

Unit 1 or. Unit 2 reactors cannot be accessio' dated. "

In order to provide for this capability. DPC-is proposing that the new fuel assemblies T

l y.

stored in Units 1 and 2 spent fuel pool has V relocated and stored dry in the four new fuett,k' p

storage modules in the Unit 3 pool.. The' present Technical Specifications allow for.

'j the storage of new fuel in'the spent fuel' pool serving the respective unit or in shipping containers ~. _

conjunction with DPC's September 12, 1975' request for modification of the Unit 3 Spent Fuel Pool, the staff conducted a review of the design'of the new storage racks. The Ideensea

-has provided additional data regarding the criticality analysis of new fuel stored in a dry environment.
