UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 December 4, 2019 Mr. Edward D. Halpin Senior Vice President and Chief Nuclear Officer Pacific Gas and Electric Company PO Box 56 Mail Code 104/6 Avila Beach, CA 93424
SUBJECT:
HUMBOLDT BAY POWER PLANT, UNIT 3 - APPROVAL OF FINAL STATUS SURVEY REPORTS FOR THE RELAY BUILDING AND THE MEPPS ISLAND BUILDING
Dear Mr. Halpin:
By letter dated May 22, 2019, Pacific Gas and Electric Company (PG&E) submitted final status survey reports (FSSRs) for the Relay Building (Survey Units RL Y01-01 and RL Y01-02) and the MEPPS Island Building (Survey Units MEPPS01-01 and MEPPS01-02).
The staff has reviewed your FSSRs for RL Y01-01, RL Y01-02, MEPPS01-01 and MEPPS01-02, and the results presented are all a fraction of the Derived Concentration Guideline Level (DCGL). The gamma walkover scanning coverage described in the report was adequate. The total effective dose equivalent values were considerably less than the limit of 25 mrem/yr from Title 10 of the Code of Federal Regulations (10 CFR), Part 20.1402, and would indicate that the radiological criteria for unrestricted use have been met. The survey and analyses for these survey units provide reasonable assurance to demonstrate compliance with the unrestricted release criteria of 10 CFR 20.1402. Based on the survey results, survey units RL Y01-01, RL Y01-02, MEPPS01-01 and MEPPS01-02 are acceptable to support release of those areas for unrestricted use.
Further details on our review are provided in the enclosed safety evaluation.
In accordance with 10 CFR 2.390 of the NRCs Rules of Practice for Domestic Licensing Proceedings and Issuance of Orders, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs Agencywide Documents Access and Management System (ADAMS).
