Dear Chairman Haste:

Thank you for your letter of September 16, 2019, to Nuclear Regulatory Commission (NRC)

Region I Administrator David Lew regarding the formation of a community advisory board (CAB) for Three Mile Island Nuclear Generating Station in Middletown, Pennsylvania, (PA).

As you noted, the NRC recently held a series of public meetings to identify best practices for the establishment and operation of CABs. In addition to a webinar, 11 meetings were held in geographically diverse locations throughout the country to take comments and suggestions from the public. A second webinar will be held on November 19, 2019. We are required to provide a report to Congress in July 2020 on CAB best practices. Well evaluate the feedback from the meetings and webinars in developing that report. Your comments regarding the benefits of CABs and your recommendation to make CABs a mandatory part of the decommissioning process will be considered as we develop our report. Information about and status of our CAB effort can be found on NRCs website at: www.nrc.gov/waste/decommissioning/neima-section-108.html.

Your letter also urged NRC support for the establishment of a CAB for the Three Mile Island plant. The NRC staff will continue to encourage licensee participation in CABs as an industry good practice by providing examples of effective public involvement in past decommissioning efforts. The NRC staff also will continue to participate, as appropriate, in public meetings that foster communication and information exchange between a licensee and the local community.

For example, on July 23, 2019, the NRC conducted a public meeting in Harrisburg, PA, to discuss the Post-Shutdown Decommissioning Activities Report for Three Mile Island Unit 1 and to receive comments from members of the public.
