This confirms discussions between Mr. T. F. Gerrets of your staff and Mr.
W. C. Seidle of my staff regarding resumption of work by your subcontractor, NISCO. Our letter to you, dated May 9,1980, listed seven prerequisite actions that you established as a condition for resumption of work.
It is our understanding that these prerequisites have been partially completed, and you wish to authorize a limited resumption of work for NISCO. We further understand that all of the corrective action prerequisites have been completed as they apply to this proposed limited work release.
4.cordingly, we agree that work may resume in the stop work area of installation of "A" and "B" stops (pipe restraints), without bolt torquing, pending completion of the remaining prerequisites for the balance of the NISCO work scope.
Our inspectors will confirm the effectiveness of your corrective action relative to our May 9 letter at a later date.
It is also understood that you will advise Region IV two working days prior to resumption of work activities beyond the "A" and "B" stop installation discussed above.
If your understanding of this matter is inconsistent with the above, please contact this office immediately.
