Dear Mr. Goodwin:

This letter relates to the postulated Fuel Handling Accident Inside Containment (FHAIC) generic issue as applied to the Trojan Nuclear Plant.

As explained more fully in the enclosed Safety Evaluation related to this matter (Enclosure 1), we have concluded that either equipment modifications or revised refueling procedures are required at Trojan to assure that the poten-tial consequences of this postulated accident are a)propriately within the guidelines of 10 CFR 100 for a single damaged assem)1y and within the exposure guidelines for two damaged assemblies.

More specifically, we have concluded that one of the following should be done:

(1) install charcoal filters on the purge exhaust system, or (2) establish a (longer) minimum fuel decay time between shutdown and irradiated fuel movement of 285 hours0.0033 days <br />0.0792 hours <br />4.712302e-4 weeks <br />1.084425e-4 months <br />, or (3) conduct spent fuel movement during the first 285 hours0.0033 days <br />0.0792 hours <br />4.712302e-4 weeks <br />1.084425e-4 months <br /> after shutdown with the containment purge / exhaust fans not in operation (applicable only during actual spent fuel movement).

It is our desire to resolve this issue in advance of the next scheduled handling of freshly irradiated fuel. Therefore, a response te this letter is requested within 45 days of receipt indicating which course of action you will take.

Inasmuch as all of the acceptable choices outlined above would involve changes to the Technical Specifications (TS ), your response should include a request for an appropriate license amendment.

In the event you choose to add charcoal filters, provides suitable TS regarding their operability and surveillance requirements.
