Dear Mr. Edlow:
On May 16,1980, the NRC, by a formal vote of 4-0, detennined that it was unable to find that your applications for-licenses to export special nuclear material to India (application numbers XSNM01379 and XSNM01569) meet the criteria for issuance set forth in Sections 127 and 128 of the Atomic Energy Act. Accordingly, your applications werc referred to the President for further consideration as provided for in Section 126b.(2) of the Act.
Copies of the Comissions' memorandum and order dated May 16, 1980, as re-vised June 9,1980, are forwarded for your information.
