Gentlemen:
Millstone Nuclear Power Station, Unit No. 2 I&E Bulletin No. 80 Decay Heat Removal System Operability In Reference (1), Northeast Nuclear Energy Company (NNECO) was requested to respond to Staff concerns regarding loss of decay heat removal capability in Pressurized Water Reactors.
Of particular concern were conditions involving plants in a refueling or cold shutdown mode.
In accordance with previous telephone discussions with Region I of the Office of Inspection and Enforcement, please be advised that it is our current intention to fully respond to the requirements of Reference (1) by July 1,1980. This slight delay is necessitated by the current heavy demand on operations personnel and the short response time originally allocated by Reference (1).
The delay is not judged to be of particular significance in that it is expected that Millstone Unit No. 2 will be operational during the majority of the interval between the original due date and July 1, and the likelihood of loss of decay heat removal capability is not significant with the plant operating in Modes 1 or 2.
The revised due date will still allow for corrective measures to be taken prior to the scheduled start of the 19'

2-It is also noted that a previous incident at Millstone Unit No. 2 (Reference (2))
has resulted in investigations of the subject concerns and certain administrative measures have already been implemented.
These actions will be detailed in subsequent correspondence.
