The requested change adds operability and surveillance testing requirements for fire protection eqiipment to be added by plant modification in accord-ance with the requirements of Amendment 25 to License DPR-6.
The proposed change is administrative in nature and is, therefore, classified as Class II pursuant to 10 CFR 170.22. Consumers Power Company notes, however, that fee payment for a similar change to the Palisades Technical Specifications was refunded by NRC (W. O. Miller) letter dated March 5,1980; the NRC letter stated, "we have determined that a valver of license amend-ment fees for certain Technical Specification changes relating to fire protection is appropriate".

-2 III. Conclusion Based on the. foregoing, both the Big Rock Point Plant Review Committee and the Safety and Audit Review Board have reviewed these' changes and find them acceptable.
