South Texas ProjeG Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 Interim Report on the Deficiency Concerning the ECW Gantry Crane Seismic Analysis On May 29,1980, Houston Lighting & Power Company notified your office of a potentially reportable deficiency concerning seismic qualification of the Essential Cooling Water Intake Structure (ECWIS) gantry crane and the Diesel Generator Fuel Oil Storage Tank. The Safe Shutdown Earthquake (SSE) response spectra values used in designing the two components were detennined by mul-tiplying the Operat*ng Basis Earthquake (0BE) values by 1.5 ( as stated in the crane specification) rather than by a factor of 2.0. The factor of 2.0 should have been used in order to envelop the actual required SSE response spectra.

This concern was first identified during a review of the design of the ECWIS gantry crane. A subsequent check of other mechanical specifications reve61td a similar situation with the standby diesel generator fuel oil storage tank in the diesel generator building.

New seismic calculations for the gantry crane and the storage tank which will incorporate the 2.0 factor are currently in progress. How-ever, preliminary indications are that the designs of both components are sufficiently conservative since they anticipate load combinations more severe in impact than expected seismic loads. Consequently, modifications are not anticipated. Any additional information resulting from these calculations should be available to HL&P by mid-September,1980.
