Dear Mr. Arnold:

By letter dated October 30, 1979, Metropolitan Edison Company (Met Ed) transmitted a Draft Radiological Effluent Technical Specification (RETS) for the Three Mile Island Nuclear Station, Unit No.1 (TMI-1) for our review.

These Draft Specifications are based on our letter dated November 15, 1978, requesting that NUREG-0472 and 0133 be used as guidance.

You have also sub-mitted, for our review, the Offsite Dose Calculation Manual (ODCM) which is a referenced document in the Draft Specifications. We have completed our review of the Draft RETS and Enclosure 1 is a marked up copy containing our comments. We have also completed our review of the ODCM and our comments are of a minor nature. We will discuss these coments during our next meeting. gives our basis for some of the more pertinent comments appearing in Enclosure 1.

You did not include in your Draft RETS Items 3.0.3 and 3.0.4 of the Model Radiological Effluent Technical Specifications (NUREG-0472). These two items should be added to your submittal.

By our letter dated April 10, 1980, we provided guidance in regard to the wording and the basis for Specification 3.0.3 that would apply in this case.

In order that an acceptable version of RETS may be finalized, we request that members of your staff meet with us within 30 days from the receipt of this letter. The purpose of this meeting is to resolve any outstanding issues that may arise from your review of Enclosure 1 and 2 which we consider to be the agenda for the meeting.

Furthermore, you are requested to bring to this meeting the final version of Figures 5-3 and 5-4 for our review and acceptance.
