Delete and add as indicated the following pages in Appendices A and B:

Change the Director, Quality Programs to report to the Senior Vice President, Engineering &

Construction.

Change the Supervisor, Qualit' Programs to report to the Manager, Quality & Reliability Engineering.

Add the Manager, Nuclear Engineering to report to the Assistant Vice President, Nuclear Operations.

The Nuclear Engineering portion of Production Engineering is reassigned to report through the new position of Manager, Nuclear Engineering to the Assistant Vice President, Nuclear Operations.

Add the Manager, Nuclear Materials Management to report to the Assistant Vice President, Nuclear 0perations.

This position is responsible for all purchasing and stores activities for the nuclear plant.

Reason For Proposed Change The offsite organization for facility management and technical support has been reorganized from what is indicated in the Technical Specifica-tions.

Safety Analysis and Benefit - Cost Analysis of Proposed Change Tne change in the FPC organization does not modify any limits, or dimin-ish any requirement applicable to the Safety Analysis; therefore, no un-reviewed safety question is involved.

By naming an Assistant Vice President to be in charge of Nuclear Operations, this change demonstrates the commitment that FPC has made to support Crystal River Unit 3.

By changing the reporting of the Director, Quality Programs to the Senior Vice President, Engineering a Construction, the functions of the Director, Quality Programs will be 8 0 0 627 OMSCRES$65)

enhanced in regard to the execution of his responsibil ities.

His reporting to a senior management position two levels above the position which is directly responsible for operation of Crystal River Unit 3 maintains his independence from the operating organization in the execution of his responsibilities.

By establishing the position of Manager, Nuclear Engineering reporting to the Assistant Vice President, Nuclear Operations, this change refl ects the strengthening of the Company's management of the engineering functions supporting Crystal River Unit 3.

By establishing the position of Manager, Nuclear Materials Management reporting to the Assistant Vice President, Nuclear Operations, this change also demonstrates the significance which FPC places on the materials management functions related to its nuclear program.
