Dear Mr. Keppler:

This letter fr submitted as Detroit Edison's final report on the 10CFR50.

55(e) item on the design of Seismic Category I Instrumentation and Control Tubing.

The problem was initially reported on April 14, 1980, in a telephone call f rom Mr. T. A. Alessi and Mr. J.H. Casiglia, of Detroit Edison, to Mr. P.A.

Barrett of NRC Region III. At that time, it was determined that non-seismic design criteria had been used in the design of some QA I Instrumentation and Control Tubing which was required to meet seismic requirements.

Edison Engineering has completed their evaluttion of this deficiency. The attached report includes a description of s .a deficiency, an analysis of the safety implications, and the corrective action taken. Please note that the construction schedule will dictate the priorities for completion of the described action, however, each design will be reviewed and approved to seismic design criteria prior to release for construction.
