Dear Mr. Keppler:

Reference (a) transmitted an inspection report regarding an inspection conducted on August 28, September 27-28, October 11-12, and November 5, 1979 by Messrs. J. E.

Foster and P. A. Barrett of your office of activities at Byron Station. That report identified two apparent items of noncompliance with NRC requirements.

Reference (b), which contained Commonwealth Edison Company's response to those items of noncompliance, did not fully address when full compliance would be achieved for noncompliance Item 2 of Reference (a). Attachment A to this letter provides an updated reply to that item of noncompliance.

ATTACHMENT A Item 2 - Infraction 10CFR50, Appendix B, Criterion X states, in part "A program for inspection of activities affecting quality shall be established and executed...to verify conformance with the documented instructions, procedures, and drawings..."

Commonwelath Edison Company Topical Report CE-1-A, Revision 9, Section 10, states, in part, " Inspection Programs will be established to provide assurance that the quality control surveillance, inspections...are performed..."

Contrary to the above, on November 5, 1979, an adequate program had not been established to assure that concrete expansion anchor plumbness, edge and spacing, and exposed length were inspected by all site contractors.

CORRECTIVE ACTION TAKEN AND RESULTS ACHIEVED An in-depth analysis of a concrete expansion anchor installations by Hatfield Electric Company and Blount Brothers Corporation has been accomplished. The purpose of this analysis was to determine what documentation was available pertaining to those installations and to categorize that data by time period. All safety-related concrete expansion anchors installed before January 1, 1980, for i which documentation to comply with the current CEA specification is not available, will be inspected by the site Independent Testing Laboratory to bring them into compliance with the specification. Nonconforming installations will be documented and resolved as directed by Commonwealth Edison Company's Station Nuclear Engineering Department.

CORRECTIVE ACTION TAKEN TO BE TAKEN TO AVOID FURTHER NONCOMPLIANCE:

All site contractors were directed to revise their CEA installation procedures to comply with the current CEA specification (BY/BR-CEA). These procedures were reviewed and approved by Sargent & Lundy. CEA installation activity is being surveyed to assure compliance with these revised procedures.

Since January 1, 1980, the site Independent Testing Contractor, Pittsburgh Testing Laboratory, has been inspecting all safety-related concrete expansion anchor installations for plumbness, embedded length, spacing, edge distance and torque value. This should assure that all concrete expansion anchors installed since January 1, 1980, comply with the current CEA specification. ,
