D' APR 2 51980 APPENDIX A NOTICE OF VIOLATION Tennessee Valley Authority License Nos. DPR-33, Browns Ferry Nuclear Plant DPR-52 and DPR-68 Based on the NRC inspection March 24-28 and March 31, through April 4,1980, certain'of your activities were apparently not conducted in full compliance with NRC requirements as indicated below.
These items have been categorized as described in correspondence to you dated December 31, 1974.

As required by 10 CFR 50, Appendix E, Item IV.H and Section XI.A of the Browns Ferry Site Radiological Emergency Plan, pertinent training shall be provided to individuals having specific duties and responsibilities in an emergency.
Contrary to the above, two of the four individuals designated to succeed to the positica of Emergency Director have not received training in the duties and responsibilities of that position.
This is an infraction.

e Contrary to the above:
1.
Six Training Attendance Records, Form BF-45 for training held during January 8-15, 1980, did not contain the lesson plan reference or course outline subject as specified in BF 4.4.
2.
The critique for the July 1979 drill was not submitted to the Plant Superintendent within the time limit allowed by BF 22.1.
3.
The Edney Building radio test required by Section IV of NUC PR-REP, was not completed and/or recorded on 36 occasions during the period January 1 - June 30,1979.
4.
No procedures have been prepared for:
Inventory of emergency equipment and supplies, training of outside a.
support groups and updating and distribution of the Radiological l
Emergency Plan at the Muscle Shoals facility.

Training and retraining of the Emergency Team Leaders and inventory of emergency references and supplies at the Edney Building.
Training and retraining of designated Emergency Directors at the c.
Browns Ferry site.
This is an infraction.
