Enclosed is our response to J. Philip Stohr's April 25, 1980, letter, RII:DJP 50-259/80-16, 50-260/80-13, and 50-296/80-14, concerning r<tivities at Browns Ferry Nuclear Plant which appeared to be in noncompliance with NRC requirements.

RESPONSE TO J. P. STOHR'S LETTER DATED APRIL 25, 1980,

REFERENCE:

RII:DJP 50-259/80-16, 50-260/80-13, 50-296/80-14 INFRACTION - ITEM A As required by 10 CFR 50, Appendix E, Item IV.H and Section XI.A of the Browns Ferry Site Radiological Emergency Plan, pertinent training shall be provided to individuals having specific duties and responsibilities in an emergency.

Contrary to the above, two of the four individuals designated to succeed to the position of Emergency Director have not received training in the duties and responsibilities of that position.

RESPONSE -

Corrective Steps Taken and Results Achieved Personnel that did not receive training and that may assume the position of Emergency Director were given training on April 16, 1980, and now satisfy the requirements of having received pertinent training for the specific duties and responsibilities of an Emergency Director.

Corrective Steps Which Will Be Taken To Avoid Further Noncompliance Standard PracticeslBF 4.6 and BF 22.1 are being revised to establish a -

formal requirement and training program for the position of Emergency Director.

I Date When Full Compliance Will Be Achieved Full compliance with regard to the training of the two individuals identi-fled was achieved on April 16, 1980.

Standard Practices BF 4.6 and BF 22.1 will be revised and issued by June 1, 1980.

INFRACTION - ITEM B l

As required by Technical Specification 6.3.A.8, detailed written pro-cedures covering, in part, implementation of the Radiological Emergency Plan (REP) shall be prepared, approved, and adhered to.

Contrary to the above:

I - 1. Six Training Attendance Records, Form BF-45 for training held during January 8-15, 1980, did not contain the lesson plan reference or course outline subject as specified in BF 4.4.

RESPONSE

Training attendance records identified as having deficiencies as well as all other training attendance records have been reviewed and corrected by the training officer. This was completed May 7, 1980. Training records (BF 45 form) are being revised to include a final review by the '

training officer.

2. The critique for the July 1979 drill was not submitted to the Plant Superintendent within the time limit allowed by BF 22.1.

RESPONSE '

The critique for the July 19, 1979, drill was reviewed as required but not within the time limit specified. Standard Practice BF 22.1 is being revised to, establish a time period for submittal to the plant superintendent.

3. The Edney Building radio test required by Section IV of NUC PR-REP, was not completed and/or recorded on 36 occasions during the period January 1 - June 30, 1979.

RESPONSE

A detailed uritten procedures has been provided to the Operations Duty Specialist at the CECC/DNPEC complev for daily testing of the CECC-site radio link. This procedure will be used until implementation of the revised TVA Radiological Emergency Plan. For implementing the revised plan additional communication equipment is being installed at the site and the CECC/DNPEC complex; therefore, the requirement for daily checking the radio

I link will be deleted. Procedures for checking the additional communications equipment periodically are provided in the new TVA Radiological Emergency Plan Implenenting Procedures Document.

4. No procedares have been prepared for:
a. Inventory of emergency equipment and supplies, training of outside support groups and updating and distribution of the Radiological Emergency Plan at the Muscle Shoals facility.
b. Training and retraining of the Emergency Team Leaders and inventory of emergency references and supplies at the Edney Building.
c. Training and retraining of designated Emergency Directors -

at the Browns Ferry site.

RESPONSE - Item a Procedures for inventorying of emergency equipment and supplies and radiological emergency training of local medical response personnel are provided in the TVA Radiological Emergency Plan Implementing Procedures Document. Procedures covering periodic review and update of the TVA-REP and the Implementing Procedures Document and the distribution of the revised documents are provided in the revised TVA-REP, submitted to NRC by the referenced letter.

RESPONSE - Item b The TVA Radiological Emergency Plan Implementing Procedures Document was i

prepared in support of the revised TVA Radiological Emergency Plan submitted to NRC by the referenced letter. Contained in this document is the procedure TVA will use for initial training and subsequent retraining of the Central Emergency Control Center (CECC) and Division of Nuclear Power Emergency Center (DNPEC) Directors and staffs. Included in the training procedure for the DNPEC are specific requirements for training Emergency Response

. ;,, Also included in the Implementing Procedures Document under the D TEC is a procedure to inventory and check all emergency equipment and supplies.

These procedures will become effective upon implementation of the ravised TVA Radiological Emergency Plan.

RESPONSE - Item c As identified in Item A, standard practices requiring formal training c and retraining for the Emergency Director will be revised by June ,1, 1980.

We believe these standard practices will satisfy this item after they are l revised.
