The Energy Systems Group's Special Nuclear f4aterial Control and Accounting Plans for fuel fabrication and research and development programs have been described in the following documents:

AI-75-15, " Fundamental Material Controls for Special Nuclear Materials" AI-74-44, Supplement 2, "Special Nuclear Material Control Program for Hallam Fuel Decladding" All of the above programs, as described in the above-listed documents, nave been approved in the form of license conditions in Materials and Plant Protection Amendment MPP-1 to our Special Nuclear Material License i;o. .1 80ESG-3907 EO M'19U May 1, 1980 I bl0D,CG d Page 2 In our Letter 80ESG-319 dated January 25, 1980, which described our requirements for future applications for amendments to our St;M-21 license, we have indicated our plans to initiate a program of decladding, cleaning, and repackaging irradiated fuel from the Experimental Breeder Reactor facility. This program will be conducted in the Energy Systems Group Hot Laboratory located at the Nuclear Development Field Laboratory site in accordance with the activities presently authorized under our SUM-21 license.
Therefore, we are enclosing ten copies of AI-74-44, Supple-ment 3, "Special Nuclear Material Control Program for the EBR-I Decladding" dated April 30, 1980, for your review and approval. These Special Nuclear Material Control and Accounting Plans for the EBR Fuel Decladding Program have been prepared to supplement our plans submitted earlier in Docu-ments AI-74-12, AI-74-44, and AI-74-15 referenced above.
As required in Section 170.31(1E) of 10 CFR 170, we have determined that this application is for a safeguards amendment under our license for possession and use of quantities of plutonium of 2 kg or more in unsealed form for activities other than fuel processing and fabrication and is subject to a fee of $6,900.
Therefore, we are enclosing our check in the amount of 56,900 in payment of this required fee.
