The Tennessee Valley Authority '(TVA) hereby requests an amendment to its special nuclear material license, SNM-1861, dated September 5, 1979, for Watts Bar Nuclear Plant unit 1.
Our application was dated June 8, 1979, and the supplements thereto dated August 17, and September 21, 1979.
The purpose of the enclosed changes is to update our application to reflect personnel and division changes within TVA and to make units 1 and 2 applications identical.
We request these changes be issued with our September 21, 1979, supplement which requested authorization for storage of 63 assemblies in the spent fuel pit high density poisoned racks.
In accordance with 10 CFR 170.ll(a)3, an amendment fee is not required.

When fuel-handling operations are not being performed and fuel is stored in the storage racks, metal covers will be placed over the new fuel storage vault. When fuel is stored in the spent fuel pool and the pool is not flooded, metal covers will also be'placed over the spent fuel pool. There will be no restriction on activities on the refueling floor with the exception. that the Auxiliary Building crane will not be permitted to carry loads over the stored fuel in either the spent fuel pool or new fuel storage vault. However, light-long loads will be raised over the cask storage area, then rotated for transport along the west wall of the fuel-handling area.
5 Remaining construction and testing work will not affect the

safety of storage because of the protection afforded by the covers over the-racks. If metal covers must be removed for subsequent testing operations, fuel-handling inspections, or r
spent fuel pool activities, crane operation over stored ' fuel will be restricted to those absolutely required to accomplish these activities. This will be kept to a minimum.
