Dear Mr. Seidle:

On March 7 Mr. Oberg was advised that cracks were found in the refueling pool floor at elevation 2021' 7" adjacent to the reactor cavity.

While at the site on April 29 Mr. Oberg was investigating these cracks which had been excavated and discovered additional cracks in an adjacent area. These additional cracks, while in the same area, occurred later than the first cracks and do not have a common origin.

At the exit meeting held on site on May 1, 1980 Mr. Oberg advised that he was going to cite us for failure to provide a written report, on the first group of cracks, within thirty days. This failure on our part is acknowledged.

Both groups of cracks are documented and are being evaluated by Bechtel, our lead A/E.

It is our preliminary judgment anat these cracks if left unrepaired would not have resulted in a significant safety problem of the type reportable under regulation 10 CFR 50.55(e) .

After Bechtel concludes their evaluation of both groups of cracks (which they are processing together) we will notify you of the o

Mr. W.' c. Seidle May 14, 1980 results and will submit a 50.55(e) report if appropriate. We expect that Bechtel will conclude their analysis by June 30, 1980.
