In accordance with the purposes of Sections 29 and IS2b. of the Atomic Energy.Act (42 U.S.C. 2039, 2232 b.), the Advisory Committee on Reactor Safeguards will hold a meeting on June 5-7, 1980, in Room 1046, 1717 H Street, N'.1, Washington, DC.

Thursday, June 5,1980 8:30 A.M. - 9:15 A.M.:

Executive Session (Ocen) - The Committee will hear and discuss the report of the Acting ACTS Chairman re-garding matters to be considered during the meeting with the NRC Commissioners and niiscellaneous matters relating to ACRS activities.

The Committee will hear and discuss the report of its Subccamittee and consultants who may be present on the request for an operating license for the Sequoyah fluclear Power Plant, Unit 1.

9:15 A.M. - 1:00 P.M.:

Seoucyah Nuclear Power Plant, Unit 1 (Ocen) -

The Committee will hear reports from and hold discussions with repre-sentatives of the NRC Staff and the Tennessee Valley Authority regard-ing the request for a full-power operating license for this plant.

Portions of this session will be closed as necessary to discuss Pro-prietary Information applicable to this matter.

2:00 P.M. - 4:30 P.M.:

Meeting with NRC Staff (Ocen) -

The 1SC Staff will brief the Committee on the April 19, 1980 incident at the Davis-Besse Nuclear Power Flant, Unit I which resulted in loss of decay heat removal capability and will discuss the preposed NRC rule (10 CFR Part 50) on emergency planning.

4:30 P.M. - 7:00 P.M.:

Executise Session (Ocen) - The Committee will discuss its proposed report to the NRC on the Stability of Babcock and Wilcox-Designed Reactors (NUP.EG-0667) and will discuss comments to the NRC Chairman clarifying the ACRS report of March 11, 1980 on the NRC Action Plan, Near-Term Operating Licenses.

Portions of this session will be closed as necessary to discuss Proprie-tary Information.

Friday, June 6,1980 3:30 A.M. - 9:15 A.M.:

Executive Session (0 pen) - The Committee will hear a,nd discuss comments of the Subcommittee Chairman regarding preparation of the ACRS report to the NRC on the proposed FY-82 Safety Research Program and related budget.

Portions of this session will be closed as necessary to discuss Proprietary Information and information'the release of which would frustrate the ACRS in the accomplishment of its statutory responsibilities.

Meeting with NRC Staff (Ocen) - The Committee will hear and discuss reports from designated.Haneric Subcommittee chairmen and representatives of the NRC'StafTregarding~ the ' pro' posed NRC Safety Research Program and related budget for FY-82.

Portions of this session will be closed as necessary to discuss Proprietary Information and information the release of which would frustrate the ACRS in the accomplishment of its statutory responsibilities.

1:30 P.M. - 2:15 P.M.:

Meeting with NRC Chairman and Other NRC Com-nissioners (Ocen) - The Committee will meet with the NPC Chairman, John F.

Aherne, and other Commissioners who may have an interest in discussing ACRS activities.

2:15 A.M. - 3:30 P.M.:

Meeting with NRC Staff (Ocen) - The Committee wili continue to hear and discuss reports from designated Generic Subcommittee chairmen and representatives of the NRC Staff regarding the proposed NRC Safety Research Program and related budget for FY-82.

Portions of this session will be closed as necessary to discuss Proprietary Information and information the release of which would frustrate the ACRS in the accomplishment of its statutory responsibilities.

3:30 P.M. - 6:00 P.M.:

Executive Session (Ocen) - The Commit =.ee will hear and discuss the report of its Subcommittee and consultants who may be present regarding development of quantitative risk criteria.

Proposed ACRS comments regarding the April 19, 1980 incident at the Davis-Besse Nuclear Power Plant, Unit 1 will also be discussed.

. Saturday, June 7, 1980 8:30 A.M. - 3:30 P.M.:

Executive Session (Ocen) - The Committee will complete discussion of and prepare its reports to the NRC regarding matters considered during this meeting.

In addition, the Ccamittee will discuss proposed reports to the NRC regarding safety related items iden-tified by individual members including shutdown heat removal in nuclear power plants, and systematic analysis of routinely reported information from operating nuclear facilities.

A status report of the ACRS Subcommittee on Regulatcry Activities and the schedule for future Committee activities will also be discussed.

The Committee will discuss the qualifications of candidates proposed for appointment to the Comnittee.

Portions of this session will be closed as necessary to discuss Pro-prietary Information and information the release of which would frus-trate the ACi'S in the accomplishment of its statutory responsibilities.

Portions of this session will also be closed as necessary to protect in-formation the release of which would represent an unwarranted invasion of privacy.

Procedures for the conduct of and participation in ACRS meetings were published in the Federal Register on October 1,1979 (44 FR 56408).

In accordance with these procedures, oral or written statements may be pre-sented by members of the public, recordings will be permitted only during O

's those portions of the meeting when a trar, script is being kept, and ques-

- tions may be. asked only by members of the Committee, its consultants, and Staff.

Persons desiring to make oral statements should notify the ACRS Executive Director as far in advance es practicable so that appropriate arrangements can be made to allow the necessary time during the meeting for such stattments.

Use of still, motion picture and television cameras during.this meeting may be limited to selected portions of the meeting as determined by the Chairman.

Information regarding the time to be set aside for this purpose may be obtained by a telephone call to the ACRS Executive Director (R. F. Fraley) prior to the meeting.

In view of the possibility that the schedule for ACRS meetings may be adjusted by the Chairman as necessary to facilitate the conduct of the meeting, persons planning to attend should check with the ACRS Executive Director if such rescheduling would result in major inconvenience.

I have determined in accordance with Subsection 10(d) P.L.92-463 that it is necessary to close portions of this meeting as noted above to protect Proprietary Information (5 U.S.C. 552b(c)(4)), to protect infor-mation the release of which would constitute a c}ecri;r unwarranted in-vasion of personal privacy (.5 U.S.C. 552b(c)($i), and to enable frank discussions with members of the NRC Stafi rr sac d budget infor-mation which would not be possible if held in public.

Such discussions must be held in closed session to prevent frustration of the ACRS in performance of its statutory responsibilities [5 U.S.C. 552b(c)(9}{3)].
