Dear Mr. Keppler:

Prairic Island Nuclear Generating Plant Docket Nos. 50-282 and 50-306 In response to IE Bulletin No. 80-12, changes to procedures are being initiated.

These changes will be incorporated by August 1, 1980.

Administrative Procedure, Special Order #190, specifies the redundancy and diversity requirements of the decay heat removal (DilR) systems to meet the intent of the Bulletin.

2.

Operating procedures for draining the Reactor Coolant Systra (RCS), for refueling cavity filling and draining, and for RCS filling and venting will require both train A & B of the Residual IIeat Removal system (RIIR) to be operable.

3.

The operating procedure for reactor refueling (cavity flooded) will require one train of RIIR available with an accessible source of borated water to replenish any loss of inventory in the event of a loss of the available RllR train.

4.

Initial condfrians will be imposed upon electrical, mechanical and instru-mentation and control maintenance procedures to minimize the possibility of inadvertent removal of critical equipment from service.

Critical equip-ment is that required to assure redundant or diverse DilR capability during cold or refueling shutdown modes of reactor operation.

5.

Operating procedures will be changed to specify those actions required to restore a lost DilR train in a timely manner.

Redundancy and diversity are inherent in the design of our DlIR facilities. The procedural controls outlined above will provide a high degree of assurance that the design intent of the DilR systems will be met during all modes of plant opera-bility.
