Parris dated April 29, 1980 A change to the Sequoyah Nuclear Plant unit 1 technical specifications is requested to permit plant heatup with inoperable hanger RCH-il8. This hanger is located on the pressurizer relief line and is required to be operable by technical spe.ification 3.4.10, " Reactor Coolant System Structural Integrity." We are requesting that action statement "a" be modified to permit plant heatup with RCH-il8 inoperable.
This change is similar to those submitted by TVA letter TVA-SNP-TS-3 (reference 1).
As required by NRC-01E Region II (reference 3), all hanger deficiencies will be resolved before initial criticality. Therefore, the requested change is applicable only during the period preceeding initial criticality.
Before initial criticality, no fission product inventory exists. The decay heat load is negligible. Therefore, plant heatup with RCH-il8 inoperable poses no additional risk to the health and safety of the public.
