June 11, 1980 0FFICE OF INSPECTION AND ENFORCEMENT EN-80-20 NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee:
Carclina Power and Light Company, Raleign, North Carolina (Brunswick Units 1 and 2)
Subiect:
PROPOSED IM?OSITION OF CIVIL PENALTIES - 524,000 This is to inform the Commission that a Notice of Violation and a Notice of Proposed Ir:: position of Civil Penalties in the amount of Twenty-fcur Thousand Dollars will be issued on or about June 13, 1980, to Carolina Po.er and Light Company.
This action is based on six alleged items of noncompliance relating to an unmonitored, uncontrolled release of airborne radioactive caterial to the environment fro the Brunswick facility on February 22, 1980.
This release was due to improper operation of the auxiliary boiler with radioactive contami-nation present in the boiler mud tank.
The environmental consequences of the actual event were minor; however, the licensee's failure to recognize the potential safety significance of the situation and the inadequacy of the licensee's response to the event are matters of concern.
A news release has been prepared and will be issued about the time the licensee receives the Notices.
The State of North Carolina will be informed.
It should be noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:
