. Reportable Occurrence Report No. 50-366/1980-081.

With the reactor at near rated power, a LOCA signal was inadvertently initiated resulting in a'. reactor scram and group I isolation.

During this incident the 2B21-F028B, Outboard MSIV, failed to auto close as per Tech Spec 3.6.3.1.

The 2B21-F022B, Inboard MSIV,' did auto close.

The 2B21-F028B was manually closed, by the control switch, and the unit was placed in hot shutdown. There were no ef fects upon public health and safety due to this event..This was not i

a repetitive occurrence..

The failure of the 2B21-F028B was due to a faulty o-ring in the valve air operating solenoid. The faulty o-ring caused the-operating plunger to bind and not allow air to operate.the valve. The solenoid operator was rebuilt

- replacing the o-ring and internal partc.

The valve was then tested and returned to service, llatch Unit I. and Unit II utilize this type of solenoid operator.

- a generic review of.the event revealed no previous occurrence of this type and no inherent problem.
