Dear Mr. Goodwin:

We have reviewed your letter of March 27, 1980, in which you described both the program for removal of row 1 and row 2 U-bend tube samples from Trojan's D steam generator and the subsequent laboratory analyses to be performed by Westinghouse Electric Corporation.

In addition, we had the benefit of a meeting with representatives of Westinghouse on April 15, 1980 to discuss this issue. Based on our review of the information in your letter and the information presented in this meeting, we have concluded that the proposed PGE/ Westinghouse steam generator tube evaluation program acceptably addresses the issues of concern.

From discussions with your staff, we understand that you will be examining the U-bend region of all row 1 tubes in the D steam generator and a sample of such tubes in the B steam generator during the current refueling outage.

We agree with this course of action. This additional inspection should pro-vide increased assurance of tube integrity in the interim period until the laboratory results are available.

We request that you notify us of the results of this additional tube examination prior to steam generator closure so that a decision can be made at that time as to the acceptability of the results.

To ensure that timely action can be taken in the event it should be found necessary on the basis of the laboratory results, we request that you adhere to the following schedule for reporting interim and final results of the laboratory analyses:

July 11, 1980 Interim report describing results of non-destructive testing (NDE)

August 15, 1980 Interim report describing results of destructive evaluation November 28, 1980 Final Report 8006190/hk
