Dear Mr. Rawl:

s By application dated February 7, 1980, NL Industries requested that the package (Model No. NLI-10/24) authorized by NRC Certificate of Compliance No. 9023 be issued an IAEA Certificate of Competent Authority as a Type B(M) package.

Based on our review of the application, we recommend that a Type B(M) certificate be issued for the package. Note that in our safety evaluation of this design, the one-foot drop test was only considered for the cask in its normal shipping orientation (i.e., horizontal).

This is because of the size of the package as well as the various other tests that were performed on the. design.

Also, the rail car vehicle is considered to be an integral part of the package under normal conditions of transport and is incorporated into the NRC Certificate of Compliance.
