MOV 3 37o MEMORANDUM FOR:

H. Denton, Director, NRR FROM:

D. Ross, Jr., Director, B&O Task Force

SUBJECT:

STATUS OF B&OTF WORK 1.

Small-Break LOCA Analysis a.

We have completed our review of W report WCAP-9600. We expect to publish a generic evaluation report (NUREG-0611) by December 1.

It is likely that there will be published c"sagreement on inverting the FORY and scram setpoints.

b.

We have completed our review of 'the B&W analyses. We have draft 2 going to CRESS next week. The only missing item is that the System Group needs to evaluate some additional Michelson concerns related to CE System 80 not treated in the May B&W work. This should be on the street by December 1.

c.

We are writing a generic report on PWR-RCP trip (during SBLOCA).

Draft 1 has been reviewed; final draf t is expected to 90 to CRESS November 16 and should be on the street by December 1.

d.

The CE report has several sections done. There are no RAI c"tstanding.

Sheron will assemble a draft as soon as item e is done. We estimate a draft in early December, and a final by December 21. The same c~'rnent on inverting PORY and scram setpoints for W applies here.

e.

We are awaiting further information from GE. A draft (with holes) has been prepared by Frahm, and is due back from CRESS today. We estimate completion by December 21.

2.

Guidelines We have approved all SBLOCA guidelines except for the Lacrosse and CE plants, the CE plants should be done on November 9 (except for Maine-Yankee, which will need tailoring to their HPI system). No problems seen here (except possibly Lacrosse).

3.

AFW Upgrade We are reviewing the plant-specific responses from W and CE plants on AFW upgrade. We will write individual SERs according to a schedule not yet develooed (since we do not know when responses will come in). Problems:

We do not have enough electricians. Thatcher is heavily involved in RCP 8006180 $ %

H. Denton NOV 13 sis trip circuits and SMUD testimony, leaving only Joyce (since Ashe went to LER evaluatic1). Much of the AFW evaluation involves autc-initiation and flow measu. onent criteria.

Another problem is for B&W plants. We have all operating B&W plants doing a reliability study on AFW; we prefer to incorporate all of the short-term fixes at one time through plant-specif *c letters, which could (and should) delay the January 1,1980 date for NUREG-0578.

4.

Plant Procedural Audits We are working with owners' groups to schedule selected plant audits (and related simulators) as follows:

December 3-7:

Westinghouse December 10-14:

General Electric December 17-21:

Combustio? Engineering We expect to review how the SBLOCA procedures incorpcrated the approved guidelines.

(We are not in the procedure approval chain). We expect to review the training, and to discuss operator awareness.

As we will of necessity only visit a few plants we will work with IE to get the rest. This includes:

1) training sessions by us for IE, on a schedule, at a place, and with a scope to be developed.

(N. Moseley has delegated S. Bryan to work with us on details).

11)

IE resident / principal as key member of our plant audit visits.

5.

We are also involved in:

a.

review of ICC guidelines and analysis; b.

visits to vendors on LOFT, TLTA pre-test prediction; c.

Rancho Seco, TMI-l testimony; d.

SBLOCA audit calculations; e.

manningincidentresponsecenter(Frahm,Hodges,O'Reilly);

f.

ACRS B&O subcomittee preparation for meetings; g.

near-term OLs - SBLOCA p1'us ICC plus abnomal transients; h.

special attention for UHI plants - SBLOCA; 1.

vacation (I expect no B&O work December 24-28).
