Dear Mr. Heishman:

POINT BEACH NUCLEAR PLANT DOCKETS 50-266 and 50-301 EMERGENCY OPERATING PROCEDURES Your letter of May 14 requested that an NRC contractor, Human Performance Technologies, be allowed to visit Point Beach Nuclear Plant on June 9 and 10 to meet with our training staff, review administrative procedures, and " walk through" several emergency procedures.. Your letter further stated that Point Beach was one of four plants selected at random for a data-gathering function, and that no recommendations would be made regarding revisions of procedures as a result of this review.

I am sure you recognize our desire to cooperate with the Nuclear Pegulatory Commission whenever possible.

In this case, however, we request that this visit be postponed until after September 1 or that another plant be chosen.

The reason for this request is that there are a number of activities which preclude the plant staff from devoting the time to your contractor which is necessary to make this inspection and evaluation useful and effective.

We are presently in the midst of an intensive training program for our Duty and Call Technical Advisors; we are involved with further development of a revised Emergency Plan; we are implementing numerous " lessons learned" items; and we are planning for a 90 EFPD shut-down for Unit 1 steam generator inspection.

All of these, you will recognize, are items required by the NRC.

Further, the months of June through September are the months many employes desire to take vacation and, as such, there are fewer people to devote to visitor activities.

You will also recall that NRC Resident Inspectors are scheduled to arrive in June, which is expected to require an additional effort of an unknown magnitude by the plant staff.
